Open Access and Repository Policy

Preamble

“Open access” is accepted as a standard method of accessing publications produced from researches supported by public resources. Users can access the full texts of scientific publications free of charge via the public internet without any financial, legal and technical barriers. Full texts of publications can be read, downloaded, copied, distributed, printed, searched or linked to the full texts of these articles, scanned for indexing, transferred to a software as data or used for any legal purpose. A full version of scientific publications is stored in at least one online archive in order to allow open access, unlimited distribution, interoperability, and long-term archiving of these publications.

The European Commission (EC) accepts the free movement of information as one of the priorities of the European Research Area (ERA). Open access makes the research process more effective and research results more visible by removing legal, commercial and technological barriers to accessing scientific information. In 2012, the European Commission suggested that European Union (EU) member countries develop national open access policies, that research and support institutions act in this direction, and that the policies developed should be coordinated at national and European level. Moreover, in the framework program (Horizon 2020) covering the years 2014-2020, open access has been made mandatory for the researches, which are going to be supported by EU funds. Legal arrangements have been made for open access to research outputs made with public resources in countries such as the USA, Spain and Italy. The Association of European Research Universities supports open access to scientific publications and data.

Purpose

Istanbul Yeni Yuzyil University – Yeni Yuzyil Journal of Medical Sciences has developed an Open Access and Repository Policy in order to increase the accessibility, visibility, use and impact of the research and intellectual products of academic staff; to manage publications produced from research more effectively and to support free access to publications produced from research supported by public resources.

For this purpose, effective from [01 October 2014]:

1)Istanbul Yeni Yuzyil University – Yeni Yuzyil Journal of Medical Sciences requires that faculty members must store electronic copies of all peer-reviewed journal articles and published conference papers in the Istanbul Yeni Yuzyil University Institutional Archive at the latest within one month after they are accepted for publication. This requirement is also valid for all peer-reviewed articles and conference papers published since 1 January 2010. (Other types of publications and research outputs such as theses, research reports, study documents etc. can also be included in the store if requested.)

2)Metadata (title, authors, institutional link, name of the journal that accepted the article etc.) of all the publications described in the first article must be stored in Istanbul Yeni Yuzyil University Institutional Archive.

3)The first author is responsible for storing the publications in Istanbul Yeni Yuzyil University Institutional Archive and defining access conditions for these publications (open access, embargoed open access, limited access). The publications must be made available during storage or as soon as possible afterwards. Istanbul Yeni Yuzyil University Institutional Archive allows authors of limited access publications to meet individual e-print requests from users. The first author is responsible for the quality of the bibliographic data provided.

4)As of [01 January 2016], in the official reports of the University (e.g., annual activity reports) and in the publication lists and curriculum vitae of the faculty members used to assess and evaluate the performance of these persons (e.g., appointment, promotion, applications for research support, only the ones which are included in the Istanbul Yeni Yuzyil University Institutional Archive and stored according to the above given rules will be taken into account.

5)All faculty members of Istanbul Yeni Yuzyil University are encouraged

a) to protect the copyright of its publications, if possible;
b)regardless of the year of publication, to store all of their publications and research outputs such as book, book chapter, report, work document etc. in the Istanbul Yeni Yuzyil University Institutional Archive;
c) to make the full texts of their publications accessible through Istanbul Yeni Yuzyil University Institutional Archive, as soon as the conditions of the publishers are met for obtaining permission of publishing.
Storage of publications does not limit the authors’ choice of publishers and of publication media in any way.

6)Faculty members may be exempted from making the full texts of their publications accessible for a certain period through the Istanbul Yeni Yuzyil University Institutional Archive provided that they document their reasons (e.g., patenting, national security etc.) and present them to the relevant department of the university. These publications become automatically available when the requested time expires.

Also,

Istanbul Yeni Yuzyil University ensures that the research results stored in the institutional archive are compiled, organized and protected. Istanbul Yeni Yuzyil University Library is responsible for the establishment and management of the institutional archive. Other units of the University (e.g., Department of Information Technologies, Scientific Researches Unit, Commission of Education etc.) cooperate with the Library in terms of efficient use of Resources.

Istanbul Yeni Yuzyil University encourages faculty members to store in the institutional archive or in another appropriate open data archive all research data sets that serve as evidence in public research reports and/or referenced in peer-reviewed publications.

Istanbul Yeni Yuzyil University encourages open access to scientific publications and supports the publications to be published in open access journals. It helps the researchers to facilitate storage, educate researchers for the use of the archive, provide information on copyright, review data management plans, and develop a protection plan.
